(CAP)-Libiya - Central Bank of Libya (CBL ) COI
In May 2015, the Governor of the Central Bank of Libya (CBL) published resolution n°96, regulating the use of foreign exchange for opening documentary letters of credit (L/C). One of the mandatory L/C requirements was for the exporter to present a Certificate of Inspection (COI) issued by an approved inspection company, in order to be financed through the documentary L/C.
Some new instructions have been published in CBL note ARN 2020-09 issued on the 31st December 2020, confirming the qualification and accreditation criteria for inspection companies issuing the mandatory Certificate of Inspection. DASH fully qualifies to conduct controls and issue a Certificate of Inspection for exporters and importers to meet Libyan Authorities requirements, enable L/C payments and facilitate the entry of goods into Libya.

DASH carries out the following services to provide exporters with a COI:
Physical inspection before loading to ensure:
- Verification of description stipulated on import documents
- Identification of goods
- Documentary verification
- Samplings in case of lab testing
- Laboratory testing (if necessary)
- Issuance of a Certificate of Inspection
